Deputy Police Chief Timothy McCormack expressed disappointment at the circumstances of the case.

“We now have two families completely devastated — our victim’s family and our shooter’s family,” McCormack said. He described the suspect’s mother as “a hardworking woman” whose children had “zero contact with police” before their arrest.

Police have said the gunshots appeared to start after Ryan and another man crossed the intersection and gestured to each other. Police said the teen who was hit passed by on the sidewalk on his way home from school.

Police are investigating whether Ryan, who has no criminal record, used a so-called “ghost gun,” a homemade firearm that can be made from parts purchased online without serial numbers. They said a total of six rounds were fired.
